Hard market

A hard market is the phase of the insurance cycle when premiums rise, underwriting tightens, and capacity shrinks. Carriers raise rates, cut limits, add exclusions, nonrenew business they no longer want, and pull out of whole states or classes. For agencies, it means far more remarketing and harder conversations at renewal.

What causes it

Sustained underwriting losses. When a line of business loses money for carriers, through claims inflation, catastrophe losses, or rising reinsurance costs, carriers respond with rate increases and restrictions until results recover. Property insurance in catastrophe-prone states is the familiar recent example: carriers nonrenewing books and exiting markets entirely.

Hard markets are not uniform. One line can harden while another stays soft, and the same line can be hard in one state and competitive in the next.

What it means for an agency

Renewal work multiplies. Accounts that renewed as-is for years now come back with big increases or nonrenewal notices, so the agency remarkets to hold the client. Each of those remarkets is a full submission: applications, loss runs, supplementals, and portal work across multiple carriers.

Surplus lines volume grows too, because standard carriers decline risks they used to write. Retention takes more hours per account even when the client stays.

How long does a hard market last?

There is no fixed length. The cycle turns when carrier results improve and capacity returns, and the timing differs by line of business and by state.

Do agencies make more money in a hard market?

Commission is a percentage of premium, so rising premiums can lift revenue per account. The offset is workload and attrition: more remarketing hours per renewal, more client meetings, and more accounts lost to price.
