Soft market
A soft market is the phase of the insurance cycle when carriers compete for business: rates flatten or fall, underwriting loosens, and capacity is easy to find. It is the opposite of a hard market, and every line of insurance moves between the two over time.
What it looks like
Renewals come in flat or down. Carriers broaden appetite into classes they avoided, higher limits become available, and terms that were stripped out in the hard market come back. New entrants show up in profitable classes, which pushes incumbents to defend accounts on price.
For the client this is the good part of the cycle. For carriers it is where future losses get planted: business written at soft-market rates and terms is what eventually turns results negative and hardens the market again.
What it means for an agency
Retention gets easier on price and harder on competition. Every competing agent can find your client a cheaper quote, so the book is exposed to poaching in a way it is not when markets are tight.
Discipline matters most here. An account moved for small savings costs a full remarket's worth of work, and coverage sold on price alone becomes the E&O exposure when the cycle hardens and those terms disappear. Knowing the market price protects the client. Chasing it every year does not.
Common questions
What ends a soft market?
Deteriorating carrier results. Rate cuts and looser terms eventually show up as underwriting losses, and carriers respond with rate increases and restrictions. That response is the start of the next hard market.
Should agencies remarket accounts in a soft market?
Selectively. Shopping every account every year burns service hours and can cost the client coverage continuity. Remarket where the incumbent is clearly off market or the client asks, and document the comparison either way.
